Linesight to support delivery of Ireland’s national transport infrastructure through multi-billion euro framework

Linesight has been appointed to the Commercial, Claims Advisor and Professional Services Framework, managed by Transport Infrastructure Ireland (TII). This framework supports TII and Ireland’s local authorities in delivering national road, greenway, active travel, and light rail infrastructure across the country.

The framework provides an expedited route for public sector bodies to procure essential commercial, contract, and scheduling services. It underpins the delivery of €24.3 billion in transport investment between 2026 and 2030, as set out in Ireland’s National Development Plan. This investment will fund major projects in public transport, roads, active travel, and light rail, critical to Ireland’s competitiveness and quality of life.

Linesight’s role

Linesight offers a full suite of commercial and advisory services under the TII framework, including quantity surveying, claims advisory, expert witness, procurement assurance, programme management, and risk and value management. These services help public bodies deliver complex infrastructure projects efficiently and transparently. With decades of experience in large-scale programmes and expertise in the Capital Works Management Framework and NEC4 suite of contracts, Linesight ensures cost certainty, mitigates risk, and drives timely delivery, providing clients with confidence and clarity at every stage.

Significance for local authoritie

Inclusion on this framework positions Linesight to support Ireland’s most ambitious infrastructure programme to date. It enables us to partner with local authorities and public bodies to deliver projects that will transform connectivity, sustainability, and economic growth nationwide. For our clients, this can allow for direct appointment without lengthy public tender processes, access to proven methodologies, advanced digital tools, and a team experienced in resolving contractual and scheduling challenges on large-scale projects.

Linesight has already supported major schemes that reflect the scale and complexity of work envisaged under this framework, some of which include:

  • Foynes to Limerick Road (including Adare Bypass) – NEC4
  • A6 Derry to Dungiven - NEC3
  • A6 Randalstown to Castledawson - NEC3
  • Luas Cross City – PWC
  • N22 Baile Bhuirne to Macroom Road - PWC

Willie Aherne, Director - Cost Management commented:

This appointment underscores our commitment to delivering critical infrastructure for Ireland and strengthens our longstanding partnership with TII. Combining our decades of experience and deep industry knowledge will allow Linesight to support TII and local authorities in delivering projects that enhance connectivity and improve quality of life across the country while focusing on value for money.
